Since the early twentieth century, Milan Municipality has provided its citizens with a wide range of public services. Milan Municipality became a holding organization controlling many companies and agencies. This required that Milan Municipality employed new instruments to control the activity of its subsidiaries and agencies: the aim to ensure that these companies and agencies continued providing services that would satisfy public needs.
