As the European Commission worked to realize the Single Market through the 1992 Program, European firms facing increasing competition from abroad became increasingly anxious about whether the new liberalized market would remove the import quota and investment restrictions they had previously enjoyed under national market governance. This article draws from archival sources to analyze how the European auto industry mobilized to shape the trade policy apparatus around the Single Market. Through business associations like the Committee for Common Market Automobile Constructors (CCMC) and the European Automobile Manufacturer Association (ACEA), European automakers sought to influence the Community’s commercial policies toward Japanese imports and preserve regional protections. By analyzing the case of the auto industry’s influence on the liberalization of the Single Market, this article goes beyond scholarship on lobbying and the ERT to illuminate the influence of big business on regional policymaking during the most crucial years of market integration.
