The chapter is divided into three parts. The first illustrates some models to conceive and structure the relationship between different systems of public law, ranging from the exclusion of any sort of relationship to the interaction between national, international and supranational laws. Given this diversity of opinion, in the second part we will examine some recent developments to see what light they shed on our attempt to understand whether the new legal realities must induce us to reconsider legal theories. Finally, in the third part, an attempt will be made to see whether public law has lost, as some observers noted, its centre of gravity, that is to say the State, as well as whether there can be some unity at the level of general principles of law.
