The one commonly suggested transportation is a shift in transport mode, from faster, more polluting road transportation into slower and less polluting modes such as rail and sea transportation . The aim of this work is to present a project address to create a new intermodal transportation chain its governance with positive repercussion. The main goals of the EU Sustainable Development Strategy are to achieve a balanced shift towards environmentally friendly transport modes and to bring a sustainable transport and mobility system. Furthermore, this project completely implements the European Commission focus on promoting intermodal transport which has been strongly advocated because of environmental concerns and safety reasons. The startup action should be to create joint research on governance between all involved countries, never the less mixing private and public consortium which will be able to move merchandise from/ to Southern Europe to/from Eastern Europe. With this project we evaluate strategic decision in upholding the constitutional principle of protecting the environment and promoting sustainable development as well as cooperation, cohesion and integration. Namely, creation of models which can become a social learning process, fostering environmentally sustainable decisions by helping to incorporate en ecological rationale in decision making joint research on modal split, management of transport demand, pricing through profound cooperation between involved countries could be a key for the successes
