The study asks ‘if’ and ‘to what extent’ existing theories on the links between the environment and competitiveness are correct in practice. It does so by looking at: firstly, a particular policy area (water policies), to better understand the relationship between the implementation of water policy instruments and the dynamics by which they can influence the industry economic and competitive performance. Secondly, the evidence on resource productivity both nationally and for different sectors is provided.
