The Italian regulator of electricity and gas markets requested in fall 2007 a study for a proper methodology to calculate the levelised unit electricity cost of renewable energy technologies. An international literature review has first been made to consider the best approaches proposed, considered the new problem posed by the evaluation of risk in a market environment. All the technical, financial and fiscal factors have been considered and put on a spreadsheet to calculate the cost of electricity and its sensitivity to the various factors. The final cost of electricity has been calculated as the sum of an investment cost, a fuel cost when applicable and a O&M cost. The work is an original contribution to the knowledge of investment conditions for renewable energy in Italy, showing the average cost of electricity generated from renewable energy sources. The proposed methodology can be adopted by public decision makers at different levels to tune their support to such sources. The work represent a valid tool in Italian language, which was not available before.
