It possible to demonstrated that the FOFCs display uniform structural characteristics, economic as well as institutional. The empirical results show that the probability of being a FOFC jurisdiction depends on specific country endowments . The probability that a country is a FOFC jurisdiction tends to be higher the lower the level of economic development –measured by per-capita GDP and degree of land exploitation; the higher the flow of foreign deposits; the lower the extent of terrorism and organized crime. Furthermore we explored the possibility that fiscal offshore centres are more prone to regulatory laxity than non-offshore centres. We rejected this hypothesis. Our conclusion is that the underlying economic characteristics of fiscal offshore centres and our FOFCs tend to differ.
