Delegation of powers and functions to satellite bodies inside the European Union is a significant case of organizational governance change. In this article, it will be addressed the issue of the coordination and legitimacy gaps existing into the communitarian governance setting. European agencies may overcome managerial shortcomings and may assume relevant competences in fields in which the collaboration between communitarian, national and local institutional actors is crucial for the implementation of the EU policies. Starting from an overview of the agencification process inside EU, the paper assumes this process as an example of administrative (institutional) evolution, more than a product of political struggles. In addition, two case studies – European Medicines Agency (EMEA) and European Environment Agency (EEA) – are considered.
