Most of public policy occur within multilevel governance structures. Each government level has is own perspective, planning process and timeline which are not necessarily coherent. The issue is how can an individual public institution set its own strategies within multi-level interdependencies, which can be hardly steered or influenced. The home care case is a clear example of it especially in an international comparative perspective.
