This paper claims that catching up is a learning process that requires a long time and often differs significantly across economic sectors in the factors that lead this process to a success or a failure. We support these claims by examining the major factors affecting catching up in six industries: telecommunications, pharmaceuticals, software, semiconductors, automobiles, and agro-food. The evolution of each sector was examined in several different countries selected for being particularly representative of catching up, or of failing to catch up, in that sector.
