The article investigates the limitations and opportunities for endogenous development in a backward region, the Department of Casanare, Colombia, rich in natural resources, but entrapped in the role of commodity provider for the country central markets. Key concepts of the endogenous development literature are employed for interpreting structural weaknesses of the local agricultural sectors and the general difficulties in moving from the condition of price-taking territory. The paper focuses on the role of institutions and modes of social regulations, which obstacle rather than favour cooperation, collective learning and knowledge socialisation. It comments on the amplifying effect of the recent oil bonanza on these "frontier-type" regulation modes, further strengthened by the expansion of the public sector and its rules in the economic activity. We argue any development plan risks being absorbed into this model, unless an "endogenous" fracture is favoured, animating the civil society on alternative models of aggregation and interaction.
