The year 2001 was declared by the united nations as 'international year of volunteers' (IYV) with the aim of promoting worldwide volunteerism and civic engagement. This event is proposed in this paper as an opportunity provided to civil society by a supranational political context. The IYV case is used in this paper to illustrate how supranational political opportunities affect European civil society when they meet with given national contexts.
