In this chapter, we analyze a development aid organization's virtualization initiative. The group cognitive mapping method used in this analysis is described. While the literature suggested five key capabilities are needed by organizations that plan to virtualize, we identified ten capabilities. Each capability is described in detail with reference to the organization's strengths and weaknesses.
