This Report provides analysis of the 2010 Consultation Draft Constitution of the Somali Republic, which was produced by the Independent Federal Constitution Commission, in light of two earlier documents: the country's first Constitution, adopted at independence in 1960, and the 2004 Transitional Charter, which is currently in operation. We find that the Consultation Draft is a significant improvement over prior constitutions in Somalia's history and that it provides more detail on certain issues.
