Chapter 2 is organized as follows. First, the author describes the EU directive on emission trading, discussing the CO2 allowance market regulation (industrial sector covered, methods of allocation, regulatory periods and so on.). Then the allocation plans and the early results of the EU ETS are presented and discussed. Comments about the allowance price dynamic are proposed as well as considerations about the organization of the European CO2 markets. Finally, the author explores the possibility of learning some lessons for the future, mainly by looking at the post-Kyoto and at the new EU targets (reducing emissions of greenhouse gases by 20 per cent by 2020).
